Hey,
I found a neat site with LOADS of cool 3D free icons. The website states, "No license fees, no royalties, and no restrictions for use in private or commerical software/web applications."
Here is a quick screenshot:
These are only a VERY SMALL fraction of how many icons that they have. I am using some of these and they look great minimized to the standard moodle icon size. I hope this helps someone

I knew I should have saved them! Maybe EddHeadCafe suddenly noticed a huge increase in traffic and barred us! If anyone has saved them, please share

Darn it. I noticed as well that they took the page down. I was only using a few but I should have saved them all (sigh) hopefully a fellow moodler saved them.
I sent an email message to the admin requesting a copy of the icons and letting them know who their strange icon fiends were, lol. Maybe he will let me have a saved set of them all. I am crossing my fingers! If he does I will post a download for them here.

AWIcons has been around for years, and so has that set. I don't think they were ever free. Anytime I've found a great deal on an icon set on the net it has always turned out to be someone unscrupulously reselling someone else's work. (or giving it away as in this case) $200-$500 is the average price, though when you consider the work involved if you had to make your own set for a software application it's pretty reasonable.

As I understand it, just about any graphics tool can be used to design icons. It really depends on your artistic ability (of which i have very little!!! ).
Here is an old tutorial for using GIMP to do it and another for Inkscape. I'm sure with a bit more time, there are many more tutorials out there.

Oops - sorry. Just found that the link to that actual tutorial for Inkscape from the page I'd found doesn't work. Does have a link to this one for making a specific icon (a grungy cardboard box in this case, although others are available)
