I am suffering exactly same issue as yours. My current Moodle instance is 3.6.3, and both External Tools (Poll Everywhere and Wiley Plus) grade sync back stop working. They were working with our previous Moodle 3.1.12.
We are an Oracle shop, so there is a syntax issue in lti_get_shared_secrets_by_key(). After I fixed that syntax issue, I got this error in the server log.
Debugging: LTI message verification failed: OAuth signature failed: In call to debugging()\n* line 63 of /mod/lti/service.php: call to lti_verify_message()\n
No luck so far to find out why OAuth signature failed.
Hope some expert out there can shred some lights for us.
