Hi Shirley,
Just wanted to let you know we found where the [Load Template] option was in my moodle installation. I needed to go to the 'Obtain Certificate' link within the resources of my course > then go to the little 'Cog' in the right hand side corner of this screen then click 'edit cerfificate' from in there. Then I saw the same link as you. Thank you so much. This has been resolved

I experienced the same problem. I am using MoodleCloud 3.8 and the school theme. The option to load template is accessible from the Admin setting block.
