Since you have tried many ways here is another method.
If you are using an up to date Win 10 (build 16215 or better) there is a Linux subsystem ready to turn on and then you can install Ubuntu straight from the Microsoft store. That allows you to follow the standard Ubuntu install process for Moodle and once everything is up to date using apt, all should go well. I have tested it and it runs perfectly well.
The end result is a sand-boxed LAMP on a window within your Win 10 desktop. Here are some instructions.
