The only data that is stored for users is in the mdl_customcert_issues table which is as follows -
'userid' => The ID of the user who was issued the certificate
'customcertid' => The ID of the certificate
'code' => The code that belongs to the certificate
'emailed' => Whether or not the certificate was emailed
'timecreated' => The time the certificate was issued
