They are submitting it by drag dropping it.  The one competency in Framework 1 shows as completed right away but anything from Framework 2 does not.  It's as if there is something different between the two frameworks however after carefully comparing each they are identical aside from the actual content.

It's a bit of a mystery!

Look at the default proficiency value for the 2nd competency.

This is mysterious. I have several course activities that grant multiple competencies. My set-up is always within the same Competency framework.

After resetting the course it appears to be functioning correctly.  I'm not sure what the issue was but must have been course related somehow.
