Manager can subscribe users in courses, but without a role?

We did some tests

As Administrator: we took users from db of registered users and subscribe them in courses with different roles











As Manager: the same task doesn't show the role and the user is subscribed in the course with "no role"












In knowledge base, under manager role --> he "enables users assigned the role to access courses and modify them".
But this is not my case

Do you think it is possible to give to managers the power to decide what role to assign in courses to users?

By default the Manager role can assign such roles. Check in Site administration > Users > Permissions > Define roles :: Allow role assignments Tab. The Manager role there should have check marks next to the roles it can assign to other users, which by default is Manager, Course creator, Teacher, non-editing Teacher, and Student.

See the attached screenshot of the default settings in Moodle 3.6 for the Manager role defaults.

(It is possible this was changed for a reason by someone on your site, to prevent the Manager from assigning other roles. If so, you may need to create a new role similar to Manager: one without the ability to assign other roles, and a second one with that ability.)
