Are backing up from 2.8 and restoring to 2.8?
Moodle does support backup of blocks. Did you follow the instructions at https://docs.moodle.org/28/en/Course_backup?
Has the site admin disabled HTML blocks at site level? You can check this at Administration > Site administration > Plugins > Blocks > Manage blocks
