The same happened to me this morning at 10:30 CET for a moodlecloud site on a Starter plan. I have another free site that seems to work fine.

So, it seems it is a general thing...
I too have the same 'database connection failed' message for a course I created yesterday on free plan....
Initially I thought I'd done something wrong, knowing that others are experiencing the same thing at least makes me feel a little bit better

Just checked mine and it is back up and running...
So far so good, it could be a simple glitch that is being resolved as we speak. It took a few hours for me. Now of course, hoping that it stays up

There was a database issue around the time you posted this message, for some of the sites hosted in Australia. This problem was quickly fixed.
Upgrades started in March are ongoing and we aim to prevent this issue from happening again.
