To vote, click on "Tracker" on the top bar of Moodle.org. You might need to create an account for Tracker, I forget. Then find MDL-31355, and click on Vote (on the right side.)
To hide a forum, Turn Editing on in your course, then on the forum of interest, click on edit, and then click on "hide."
