The page probably doesn't exist, because the functionality doesn't really work as expected. Or not in my testing.
Select the Parent competency - and then the Competency Rule option. On the Competency rule pop-up window, select your Outcome and When conditions. Save changes.....
IMHO - Having parent-children relationships is not useful as having competencies in unrelated frameworks related as equivalent.
