What my principal would like to see is just the top-end of the range, not all the zeros - so, hiding what's circled in Pink. 
Unfortunately hiding the Range in the user report settings removes the entire column. Since it's not possible to have anything other than 0 as the minimum part of the range for activities, then it just add information that is not needed (in her opinion). 

As you can see, we've add the Max points possible in the title of the assignment (blue arrows) but it doesn't look so good. 

Any way to hide that 0 in the range? I wasn't able to find it in any language string and since I'm hosted, I don't have access to the php.

Did you find a solution to this?

We also want to get away with the the first number in range ( 0-5 ) so it only shows (5)

Our point system is based on failed or passed. So all who pass get full score. So the lower number is miss leading for our students as we dont have range, only max

No, unfortunately haven't gotten anywhere other than a custom report that replaces the user report.
