I am obviously stuck with problem with not clear path to a solution.

In answer to your questions:

  1. What operating system you are using? Linux
  2. Which php version you are using? PHP version: PHP 7.0 (ea-php70) user defined (PHP Version 5.6.38 server information)
  3. Which database are you using and which version? MySQL 5.7.24

PS I downloaded the Moodle instance, config.php and database prior to the attempted upgrade. I usually avoid interfering with the database so I am unfamiliar with how to check or restore it, but perhaps this might help with problem?
