Do you mean https://ont.io/ or the "I think, therefore I am" kinda stuff?
With https://ont.io/ I would start with an authentication plugin based on the ONT ID framework.

I mean that I want to use semantic web (ontology) to build meta data and relationships in order to enhance E-Learning in Moodle.
Have you tried to implement something like this?
When you want to start discussion about something try to be as detailed and clear as possible. Not everybody knows everything and additional information might more easily engage potential participants.
I assume when you speak about semantic web you speak about this:
https://www.w3.org/standards/semanticweb/
I doubt you will find much interest here.

You only gave me a link for semantic web definition, but I'm asking about implementing this semantic web in Moodle Learning System (technically), it is very clear if you know what Moodle is.
I need to know how to start integrating ontology with Moodle .. if anyone can help me how to start, it would be a great help!
I have been reading these forums just about every day for around 10 years and so far I have read close to nothing about what you ask. I am not saying that it is not a worthwhile pursuit, rather that you will be a pioneer.
