Moodle 3.5 freezes when enrolling users into course

I just updated from Moodle 3.2 to 3.5 four days ago. No issues in notifications, no errors, everything looks good.


When I go to a course and try to enrol a user, the screen darkens and freezes, nothing else happens. 


I have the site in debug mode, but I'm not seeing anything. I've also checked PHP logs and Windows event logs but see nothing there either.


The Moodle site is on IIS7 with SQL 2008, running the latest available moodle version as of 4 days ago. I've used both PHP 7.1.19 and 7.2.7.


What are my next steps in trying to figure this out?

Have you looked at the console in your browser's tools to see if there is a JavaScript issue?

Several actually, which then led me to look at the theme, which is out of date.

I tested with Boost and everything works fine, I'll go back to the theme developer for an update, hopefully that will fix it.
