There are a few webservices implemented within the Attendance plugin but unfortunately not one that allows you to add new sessions. There is an import UI that allows you to import a csv file.
It would be a nice feature to add webservices support or a cli based import function - if you have internal development capabilities feel free to submit a pull request for me to review!
