No, you can't run 1.9 from MoodleCloud. But MoodleCloud does have Moodle 3.5 installed, so you can begin experiencing 3.5 and learning its features. And you can try moving your test banks to it. MoodleCloud (in its free version) doesn't allow you to add custom themes, but you should begin with Boost since Boost is probably the best internal 3.5 theme. Boost does allow you to customize its appearance by using CSS, if you know how to do it.
