I'm getting an error at the bottom of the user list when trying to manually add users to a course.
Too many params passed to js_call_amd("core_user/participants", "init")
- line 1026 of /lib/outputrequirementslib.php: call to debugging()
- line 339 of /user/index.php: call to page_requirements_manager->js_call_amd()
In the environment:
I get no errors.

Moodle 3.5.1+ (Build: 20180720)
When I browse the users main tab, I can see the user (and all of them) I am looking for but not in the manual enroll.
Help.
