On Mysql & MariaDB I used utf8mb4_unicode_ci to support full UTF8. But I did not find any document regarding this collation in postgreSQL.
I think it is somewhat confusing. When I tried to install Moodle with MariaDB I faced with an error to change database to support full UTF8. But with postgreSQL there is no documentation regarding the required collation.
