Turned it blue alright, but couldn't get the grey line to appear at all. Maybe it's something custom.
Used another menu instead!

Hi Nikos,
To display the grey menu bar add the menu on the custom menu settings (Default Moodle settings),
Path: Dashboard / Site administration / Appearance / Themes / Theme settings
You can find Custom menu items, Add the menu in the text area box.

That is the way to add menus in blue background area, so how to add them at the bottom of blue header with grey header color as they appear in the sceenshot he posted?

From moodle - 3.2, the grey header menus are moved to the header main near logo. The grey bar won't appear below the header main.
