UoToronto has been a Blackboard institution for a long time but they now seem to be migrating over to Instructure Canvas LMS: http://www.oise.utoronto.ca/disted/Home/index.html
They're also developing their own Social networking-oriented platform, called PeppeR. As far as I can tell, it's similar to Elgg: https://pepper-mt.oise.utoronto.ca/
Whether Peterson does it through the UoToronto's LMS infrastructure or goes with something else remains to be seen but my money's on him using Canvas LMS. He'll have loads of support from the UoToronto because they're diving head first into MOOCs right now.

Many thanks! I was wondering about your investigative work, but only later noticed the connection to Ontario!
It would have given good publicity to Moodle. When I think of it, the kind of specialized activities Moodle has, may go too deep for a MOOC. (Not to discredit MOOCs, I have been to massive MOOCS, massive in content. Then I dropped.
Glad to hear that UToronto has Dr. Peterson back on boat. They started to shake him off by cutting funds, I heard. The excitement of MOOCs fading out, I can understand what a big asset Dr. Peterson, Internet's new super star, is to the University today.

And yeah Peterson got into trouble with the Uni there but as much as I am informed things are calming down.

This looks like support pages for his face to face courses at UoToronto. In my experience, it's not uncommon for faculty to do this.
They're increasingly coming under pressure to put course notes like this into their universities' LMS', I guess because they want to get metrics of students' use via the LMS and maybe turn them into online/blended courses, and also to make them Section 508 (accessibility) compliant.
