As far as I know, there is no direct mechanism for importing a whole WebCT course in to Moodle.
You can import exported WebCT quizzes using the "import questions from file" option in the quiz editor, selecting "WebCT format" as the for the file format.
You can import static resources, such as content pages as uploaded files.
Other WebCT activities, such as as discussion forums, calendars, assignments etc, cannot be directly imported into moodle. You'll need to cut and paste the info, adapting it where necessary.
