Is there a way to use Moodle webservices with GET and not in POST ?

Yes, it's possible, only put the parameters on the url.

Example:


http://yourmoodle.com/webservice/rest/server.php?wstoken=yourtokenstring&wsfunction=core_user_get_users_by_field&moodlewsrestformat=json&field=email&values[0]user@domain.com
