The CLI cron has never functioned (properly) on any of the previous versions either, as far as I can recall.
A glance down the last run (and next run) dates shows that everything (disabled plugins excluded, naturally) has run in the past 24 hours and will run again within the next 24 with the exception of \editor_atto\task\autosave_cleanup_task and \core\task\registration_cron_task which are weekly and have, and are scheduled to, run as programmed.
