I've changed the location of the navigation plugins(notifications and messages ) to the left region of moodle dashboard page.
How can I set the messages popup to always show like in the image below ?

I've found a fix for my problem . In popover_region.mustache I changed the class properties :
<div class ="popover-region collapsed {{$classes}}{{/classes}}"
remove the collapsed property
