Text editors

I can't find where I put the javascript directly into the datbase. Looking at the database now, there is a configuration data variable in mdl_block_instances but inside it there is
Tzo4OiJzdGRDbGFzcyI6Mjp7czo1OiJ0aXRsZSI7czoxMDoia2tra2tra2trayI7czo0OiJ0ZXh0IjtzOjk6ImhoaGhoaGhoaCI7fQ==
instead of the row of ffffff that I put in the block. Where are there ffffs?
My database is UTF-8.
