I assume you mean "One Time Password".
The problem here is that there isn't going to be a generic solution. How does the user get the password? What happens when they forget or enter it wrongly? What happens when their session expires.... and so on.
What I am saying is that *your* requirements are likely to be very specific for this so that it will almost certainly require a custom authentication plugin (and probably login-page renderers in the theme) to be created.
