Hi,
I've to assign non-managerial user to upload bulk courses.
I've reviewed moodle capabilities and not found any capability to allow bulk course upload only bulk user upload capability moodle/site:uploadusers found.
Any help would be much appreciated.

At the moment, the capability needed for uploading courses is moodle/site:config
I recommend you to vote one issue related with this topic: https://tracker.moodle.org/browse/MDL-43056. The more votes this issue gets, the higher the probability that it will be done
