That sort of thing happens when there's a confusion over http vs https. If you open the browser console usually F12 will do it, you'll see a bunch of errors about loading over an insecure connection.
So check you've navigated to the right URL and check your config.php that it's pointing to the right file. Check you theme that it's loading the CSS and JS from the appropriate protocol.
