Class Themes - How to make work

I am the site admin and I went out into administration and set the flag to allow course themes to over-ride site themes.  But when I go into the class I see no options about themes here.  I must be missing something.  Anyone have any ideas?

Please check the course settings for a force theme option. For further details, please check MoodleDocs Theme configuration.
