We have financial resources available.

I need your experience with moodle requirements, since I have to carry out an equipment survey to meet the needs of the language center, so I need to know the hardware required for processing moodle with 1,500 registered users.

Not nearly enough information. Well, no information at all really. 

The number of registered users is irrelevant - what matters is how many will be active on the site at the same time (note, 'active', not just logged in). Also what will they be doing?

What sort of operating system do you intend to use and what sort of hardware arrangement?

Have you done any trials/pilots with Moodle that might give you an indication of the resources needed?

We have found that operating two servers - 1 for Moodle Application and 1 for Moodle database - gives the best performance.  I would look into setting up Moodle that way.  Linux would be ideal for OS.
