Version of moodle is 33 , release 3.3.1+. Operating system is Windows server 2008 R2 Datacenter. Web server is Apache HTTP Server 2.x .Database Mysql MariaDB.
I downloaded the moodle installer package for windows.
I installed 2 additional plugins, Elegance theme and bootstrap theme. Started editing theme colors in the elegance less folder.
I expected the color changes to be reflected in the website which some were at first, but now nothing changes.
The issue is the website no longer applies changes. After making changes then clicking the save changes button the site reloads but the changes aren’t reflected.

Enabling the PHP setting display_errors is not recommended on production sites because some error messages may reveal sensitive information about your server.
The cli/cron.php maintenance script has not been run for at least 24 hours.
I also cannot switch on debugging.
