Not automatically, as far as I am aware, but if you used the Announcements forum to which everyone is subscribed, then the teacher could post an announcement that an assignment had been added and that would go out to all students in the course. You could also explore Event monitoring but this is a longer process to set up for students and would not just show assignments added but other course items too.
