1. I was wondering if there are free tools available to create course content such as Lersus e-authoring tools in OPEN SOURCE.

The Lersus text to speech is very realistic - soundwise - but expensive. I asked and they said they charge $6000 for the server, or $100 per month for "insonification" services. The latter could be good deal if one were to take out a months licence and make a lot of materials at once.

Please report back to us if any of the open source projects have reached a stage where they are not only for experts. The free software alternatives in alien speech and wavepad are not very realistic.

If you just wish to make SCORMS then eXe is open source.

Have Moodlers considered to have a text to speech tool in the Application Itself

Someone mentioned it as an aid to accessibility but only to ask if it exists. It would be nice, as an optional filter perhaps?!
