Thanks Sharon, I had forgotten about the 'Profile visible roles' (profileroles) setting. Thanks also for the tracker issue link.
David, you are correct in saying that you don't need to tick the Activity module checkbox (unless the role is say non-editing teacher and you want to be able to assign a user this role in an activity e.g. if you want to give a student forum moderator rights).
