Some of these can be done by the site admin. If the settings are globally changed they will affect everyone else on the site that is working with SCORM. That could be very confusing.
What you might want to do instead is set up a SCORM with the settings you want , then duplicate it and replace the file and change title and description. This will effectively give you a template for SCORMS. You just duplicate and change file, title and description. If you need it in another course, then you can import it in.
