We can't reproduce the issue.
Also the screenshot is different Adaptable layout. The User name is not located in the top right corner.
What screen resolutions are you using?
You are using English but user and courses are in Russian. We made some tests with Russian in the past but not lately, so the codification could break the site (it happened in the past).
Verify the database is using utf8 or mb4utf8 (that will be needed in moodle 3.3), you have mbstring and intl PHP modules installed. Server > Environment should be "All Green"
Also the screenshot is different Adaptable layout.
I changed the browser's zoom for taking screenshots. 80%

Everything works (green), except unsupported_db_table_row_format (yellow).

As I said, looks like you have some JS conflict.
The notifications are managed by moodle not Adaptable.
