What are the skills or requirements you are thinking of addressing for your workers? There are probably a variety of things you can do but each business has it's own culture and unique needs.
We use Moodle for a variety of training and evaluations. From required health and safety courses to employee evaluations we've been able to utilize Moodle to make things easier. https://webmaster.dearbornschools.org/2015/11/17/moodle-powered-employee-evaluation-for-k-12-school-district/
Tying the training to performance reviews and pay increases would likely spur the adoption of online training with your workers.

Many thanks for your answer.
Workers are not properly speaking my workers, they works for a partner of a R+D+i project we are involving in. Our purpose is to test the feasibility of deploy e-Learning for training people on the shop-floor and we consider Moodle can help us, at least for the provision of the backend because we have some special requirments for the HCI which are not currently cover by the mobile client.
Our idea is that, depending on the experience and the already "certified" knowledge of the workers, they can either take a course and/or create the content for the courses. The assesment of the courses are going to be automatically performed and reviewed by an experience worker (more or less in the way you do it). Our idea is to free more advanced content as the worker gets certified in a given level of a course.
More than on the content which is dependent on the company and the knowledge to be teachen, as you said.

I have no doubts Moodle is the right tool. Being able to allow the worker to progress from skill to skill is built into Moodle already. Being that Moodle is open source you can also build in additional functionality via plugins or custom built stuff if needed. Customizing Moodle to be exactly what you want it to be is something you won't find elsewhere.
My only suggestion is that it might be wishful thinking that a shop worker is going to sit down and build a Moodle course in their "spare-time" outside of the normal work they already do. You might want to consider a stipend or additional pay to work with someone to build these modules.

I agree on the idea workers are not going to create contents at home.
The idea is that "mentor" workers can create the courses while they are working but workers can "attend" to courses from anyplace: at workplace but also at home. As they´d get certified by the training system to have certain skills and knowledge they'll become more valuable for the company and they'll obtain more "awards". Although we don't think it could happen in the first "round" it can also be extended to "mentors", but let see.
