Ideally, the Upload courses functionality would allow for metacourse enrolments, but unfortunately it doesn't yet do so. Please vote for MDL-43127 if you'd like it to be implemented. (You'll need to create a tracker account in order to vote.)
In the meantime, you may wish to consider the plugin https://moodle.org/plugins/block_metalink.
