I received the following reply from Google. The copyrights issues is in relation to my institutional entity . They wanted to make we are who we say we are.
" In order for us to process your appeal, please reply with verifiable documentation (PDF) with letterhead that your application is authorized. Or a proper legal license with a signed document from both parties."
