Having had a click about, I believe this is a permissions issue - however I am the site administrator.
I've arrived at this conclusion because a user who has the ability to add users / cohorts etc (on a global level) doesn't have the option on the front page to do this anymore.
Is this a known bug? What can I do to fix this?
