I can't get the ordering question plugin loaded onto my moodle cloud site. The directions are as follows. However, I don't have an install plugins under plugins. Can anyone direct me on how to get this loaded onto my site.

  1. Go to the Moodle plugins directory, select your current Moodle version, then choose a plugin with a Download button and download the ZIP file.
  2. Login to your Moodle site as an admin and go to Administration > Site administration > Plugins > Install plugins.

Moodle Cloud doesn't allow third party plugins. The paid version has extra plugins but not sure which ones.
