Is it possible to add user notification types for core components? (for instance notify students when a course module of some type has been added), maybe in a local plugin?

If you are the Administrator for your site, then you can try adding an HTML block to the Default layout for the Dashboard , giving it the title name of Notifications, and then MOVE it into the center column above the Course Overview block.
This way you can add a Notification manually when you want to alert your users.

This is not really what I need. My users would like to get a message in their notification popover when something new is added to a course (new file, new assignment, new test and so on).
Is there a possibility to add new event types to the notifications with a local plugin for example?

Thanks, it's indeed a solution!
However, it's another way for students to subscribe to notifications. It would be great if such notification rules could be added to the notifications subscription page rather than this supplementary event monitoring subscription page.
