I'm LMS administrator. You need to set the Get a confirmation message when submitting on Quiz Administration >click edit Permission and add the Student on the lists

Just wondering which version of Moodle are you running?
I am running Moodle 3.4 at the moment and experience the same issue. While it worked fine in Moodle 3.1.
