Thanks a million for the support. i really appreaciate it:
After a bundle of troubleshooting around it: I discover that my database (mysql) prefix was reading 'mdl_' as a default in moodle3.2 instead of 'mood_' hence our site could not access the database.
This was changed in the config.php file and the site completed the upgrading from 3.1+ to 3.2
Now our data are back.
