Missing sub-navigation with Boost theme

We're currently developing a plugin for Moodle 3.x and with 3.2 being out we tested the plugin and everything works fine, except the Boost theme doesn't load sub-navigation entries and our plugin fully relies on that feature (see plugin callbacks) to navigation between different pages.

Questions I now have are:

  1. Is this intentional? Are sub-navigation menus supposed to be missing?
  2. If this is not intentional, how does one enable/fix the sub-navigation menus?
  3. What alternative exist and what is recommended?

No, it was not a good idea, whatever Martin D says.

Hopefully, they will realise that in time.

I personally don't mind if this is something they want to go after, but we at least need an alternative to it. The sub menu is an officially documented feature of Moodle and the default theme deciding to just ignore that feature seems very wrong to me.
