Yes, the Release Notes and environment page indicate the requirement for newer PHP. I test upgrades on a dev machine first and so not knowing about this new requirement ahead of time did not cause any outage. It's just that requiring a new version of PHP is a fairly major change in requirements and I don't recall seeing any announcement of it.
