Hi Paul,

Did you resolve this issue? I am having the same problem using the OpenID Connect plugin. I have set Moodle to not allow duplicate emails but accounts created via OpenID Connect still allows it.

I am using Moodle 3.2.2 and OpenID Connect 3.2
