Depending on the version of MOODLE you are using and if it is using ATTO editor, have your Admin go into System Admin>plugins>text editors>Atto HTML Editor. In the list go to the tables and check the 3 selections there for table borders and have them check them. I use 3.1 and I just turned it on in my Moodle.
