I am looking for a way to contact students that have not completed an assignment. I can see the report of assignment completion, but I am not given the option to contact students from this page.
Any help would be greatly appreciated! Thank you!

How about using the participation report to send a message (as illustrated in the attached screenshot)? Please see the documentation Participation report for details.
